North St. Paul man charged with child rape

A North St. Paul man was charged with first-degree criminal sexual conduct in Ramsey County Court April 24. 

A child accused William Wayne Weber, 27, of having sex and committing other sexual acts in his North St. Paul home. According to the court documents, the child was allegedly assaulted for years between the ages of about 6 and 9 years old. Weber allegedly slept with the child naked, watched pornography with the child and forced the child into a number of sex acts. 

North St. Paul Police received multiple reports over about two years from different family service and sexual abuse treatment centers about the child beginning to talk about Weber’s alleged sexual misconduct, court records say. But the juvenile would stop discussing the events out of fear, discomfort or because Weber allegedly told the child to never talk about them. 

Late last year, the child opened up and spoke in detail, accusing Weber of specific acts, court documents say. Weber was interviewed by police in January. He acknowledged there were times he was alone with the child but denied watching pornography with or sexually abusing her.

“When confronted with the details of [the child’s] disclosure, [Weber] showed no visible reaction,” court documents say.

Weber’s bail was set at $100,000. The maximum sentence for committing multiple acts of first-degree sexual conduct over years against a person under 16 is 30 years in prison. 

His next appearance in court is scheduled for May 23.
