STATE OF MINNESOTA NOTICE IS HEREBY GIVEN that

the City Council will hold a public

hearing on Monday, February

25, 2019 at 6:30 p.m. or as soon

thereafter as the matter may be

heard, at the Mounds View City

Hall, 2401 Mounds View Boulevard,

Mounds View, Minnesota, 55112,

to consider and possibly adopt,

the proposed assessment for the

2018 Business Park North Street

Improvement Project. Adoption by

the City Council of the proposed

assessment may occur at the

objections will be considered at the

public hearing.

No appeal may be taken as to

the amount of an assessment

unless a written objection signed

by the affected property owner is

filed with the city clerk prior to the

assessment hearing or presented to

the presiding officer at the hearing.

The City Council may upon such

notice consider any objection to the

amount of a proposed individual

assessment at the public hearing or

at an adjourned meeting upon such

further notice to the affected property

owners, as it deems advisable.

An owner may appeal an

assessment to district court pursuant

to Minnesota Statutes, Section

429.081 by serving notice of the

appeal upon the Mayor or City Clerk

within 30 days after the adoption

of the assessment and filing such

notice with the district court within ten

days after service upon the Mayor or

City Clerk/Administrator.

The City Council has adopted,

pursuant to the authority granted by

Minnesota Statutes, Sec. 435.193

to 435.195, a resolution containing

standards and guidelines for

deferring the assessment for senior

citizens for whom it would be a

hardship to make the payments on

homestead property. The standards

and guidelines are on file with the City

Administrator for your inspection.

reconstructing streets including

concrete curb and gutter, installing

Notice is hereby given that the

annual meeting of the Snail Lake

Improvement District (SLID) will

take place at the Shoreview City

Hall Council Chambers, 4600

Victoria Street N., Shoreview,

Ramsey County, Minnesota, at 7:00

p.m., on Tuesday, March 5, 2019,

pursuant to Minnesota Statutes

103B.571. Such persons as desire

to be heard as to the operation

and maintenance of the SLID will

be heard at this meeting. Business

conducted will include SLID Board

member elections, review of the

District’s functions.

Nominations for the Board of

the district are eligible to vote.

complete a proxy form authorizing

another individual to cast their ballot

at the annual meeting. Paper ballots

will be provided at the meeting.

Balloting will be secret. Ballots will

be tallied at the annual meeting.

DISCUSSION

1. Open Enrollment Transportation

Superintendent Corneille led a

discussion on open enrollment

transportation costs. For the

2018-2019 school year, open

enrolled families pay a $300 fee for

transportation.

2. Enrollment Update

Superintendent Corneille led

a follow up discussion on the

District’s enrollment projections. A

comparison of the actual enrollment

data and the demographer’s

projections for the past three years

were discussed.

3. Policy 200 Series

This was the first reading of the

Policy 200 series. The discussion will

continue at a future work session.

4. Entry Plan

Superintendent Corneille presented

the work completed on the entry plan

thus far.

ACTION

School Board Chair Leah made

a motion to enter into the Closed

Session.

A motion was made by Andrea

Scamehorn and second by

Cassandra Palmer, to enter into

the Closed Session, as presented.

The motion carries 6-0.

hold a public hearing on February 25, 2019, at approximately 6:00 p.m. at the City Council Chambers in City Hall,

2660 Civic Center Dr., Roseville, Minnesota, relating to the Roseville Economic Development Authority’s proposed

adoption of a Modification to the Development Program for Redevelopment Project No. 1 (the “Development Program

Modification”), the proposed establishment of Tax Increment Financing District No. 21 - Colder Products (the “TIF

District”) within Redevelopment Project No. 1, and the proposed adoption of a Tax Increment Financing Plan (the

“TIF Plan”) for the TIF District (with the Development Program Modification, the “Program and Plan”), pursuant to

Minnesota Statutes, 469.090 to 469.1082 and Sections 469.174 to 469.1794, as amended. Copies of the Program
